3823877 - Error "CHANGE_NOT_ALLOWED : Change in itinerary XXXXX is not allowed because AvL limit changed for the day YYYY-MM-DD !" when shorten itinerary under Travel Allowance Service.

Symptom

When I try to shorten the end date of a Travel Allowance Itinerary to release travel allowance date, I got the error message like "CHANGE_NOT_ALLOWED : Change in itinerary XXXXX is not allowed because AvL limit changed for the day YYYY-MM-DD !", could you please kindly help to advise why?
