3824057 - Why isn't File Finishing adding the code for In Policy car bookings to my PNRs?

We have a requirement that travelers must choose a reason code when a car rule is violated. If there is no rule violation on a car booking, we expect to see reason code PB write to the PNR. We are finding that if a car rule is violated, the violation code will write to the PNR when it goes through File Finishing. However, if a rule is not violated, reason PB is not writing to the PNR.
