3824227 - New Concur Travel - Hotel Custom Sort configuration not applying or showing swapped behaviors in search

When administrating the Hotel Search Options, configuring a sequence under "GDS Hotel Rate Sort Default" (such as setting Primary Sort to Company Policy) does not take effect on the frontend search results. Out-of-policy properties marked as "Most Preferred" continue to override the policy layer.
