3824232 - Why do International Per Diem (Travel Allowance) rates do not not match GSA.gov rates?

Per information we received from Concur prior to implementation, per diem rate would be equivalent to the GSA and Department of State: https://aoprals.state.gov/web920/per_diem.asp. An employee was viewing rates and found that the current rate in Concur for a visit to Frankfurt, Germany ($128.00) does not match the Department of State ($136.00). How can we check the rates set in Concur and why would the amount be different?
