3824247 - Why is there 2 categories in Canada Car Mileage, Car and Northwest Territories & Yukon Rate?

We are trying to update Canada car mileage rate and I noticed the mileage rate has 2 categories, one for car and one for Northwest Territories Yukon, do you know why there is 2 rates?
