3824424 - Why do some users still see the old email reminder content after an administrator updates the template?

Symptom

Our administrator updated the email reminder greeting from "Dear Employee" to "Dear %2%" (which displays the recipient's actual name). After the change, some employees received the updated greeting with their name correctly shown, while others still received the old "Dear Employee" text.

The affected users are those whose default system language is set to a localized language (e.g., Korean), while users with English as their system language received the updated version correctly.
