When air bookings are made in Concur, the bookings are sent to the travel agency for fulfillment - to issue the tickets.
When non-air bookings (hotel and/or car-only reservations) are made, we expect Concur not to send the bookings to the agency, as the travel agency does not issue actual tickets for non-air bookings. We need to know why non-air bookings are sent to agency.
