3824498 - How do I set up the Event Subscription Service (ESS) v4 API?

The Event Subscription Services (ESS) v4 API is used as a webhook and is an upgraded version of the Event Notification v1 API. This API allows customers and partners to receive notifications via web services when certain actions occur in Concur.
For example, SAP Concur can send a notification to an endpoint when an approver approves an expense.
