3824516 - Why am I getting an error: Invalid list item code for field 'Custom##', code 'XX' for list 'XXXX' via user import?

Symptom

I am trying to create users via user import template. Every time I upload, SAP Concur shows an error advising "Invalid list item code for field 'Custom##', code ;''xxxx' for list 'xxxxxxxxx'"
