3824550 - Why am I receiving the "All line items that require receipts must have an image attached prior to submission of this report" message even though a receipt image is attached?

We would like to know why there is a red exception message: "All line items that requires receipt must have an image attached prior to submission of this report" in the expense entry when a receipt image has already been attached.
