3824656 - How to disable Request Allocation copy down to Expense Allocation?

Symptom

We do not have request allocation setup. Currently when a request is linked the expense, due to the expense allocation copy down from request allocation, expense allocation fields become blank. How to disable Request Allocation copy down to Expense Allocation?
