3824758 - Why did an Error 500 occur when attempting to manually create a user?

I am trying to create a profile, however, this particular profile is not being created due to Error 500.

Travel & Expense > Travel Data Integration with Expense Travel > Profile

Concur Expense all versions ; Concur Travel all versions

A Concur Administrator sees Error 500 when creating user manually , KBA , CON-CA-ADM-USR , User Administration , Problem
