3824801 - Why the Purchase Requisition created in SAP Ariba doesn't have any item or account information in the outbound payload from the Managed Gateway for Spend&Network?

Symptom

When I send a Purchase Requisition (PR) from SAP Ariba Buying & Invoicing, the Managed Gateway for Spend&Network outbound payload doesn't populate the item and account segments.
