3824809 - How can we disable the 2FA set up email requirement for our company?

In the second phase of the Two-Factor Authentication (2FA) release, which starts on November 15th, users who sign in using their Concur username and password and have not yet set up 2FA will receive a link via email to do so. This differs from the initial setup process where users were able to set up 2FA directly on the Concur Sign-In page.

I need to know how to disable the email requirement for my company. In other words, I want to bypass the email requirement in Phase 2 so that users can continue setting up 2FA directly on the Concur Sign-In page, as they have been doing since October 18th during Phase 1.
