3824948 - Why Plan a Trip button is not available?

Symptom

1. Some users are missing the the “Plan a Trip” button, even though the new Concur Travel search widget remains visible on the Travel Home page.
2. Some users have "Plan a Trip" button on Home Page (Compleat enabled), however it doesn't load.
