3825165 - Can we make the 'Search Employees By' dropdown always visible so that the user can select the proper field for searching user in the search window?

Symptom

Search Employees By dropdown only displays when search results display at least one user based on search criteria, otherwise, this dropdown will not display it.
Can you please make this dropdown always visible\displays and the user can select the proper field for searching user in the search window?
