3825185 - Why can't users enter multiple itineraries on same day even though we allow Same Day Itineraries for Travel allowance?

Symptom

We have enabled Same Day setting as "Cumulative" for our Travel allowance configuration. There is one travel that user started from 23 Oct and ended on 29 Oct at 8.30 am. There is another Itinerary which he started from 29 Oct again at 9.30am and returned on 1 Nov. The first one is paid and cleared. However he is unable to enter the second one.
