3825249 - Why are my mileage expenses stuck in the Upload queue and I am unable to upload them to my Available Expenses?

I have 256 Drive mileage expenses in the Upload queue. When I try to upload all the mileage expenses, a pop-up window appears saying "Wait until mileage expenses have finished uploading", and none of my mileage expenses uploads to my Available Expenses.
