3825584 - Why are all the Allocation fields blank for my Cognos Report?

There is an Allocation Form attached to the Policy which is set to copy down the fields from the Expense Report Header, however there isn't any information in these Allocation fields for before a certain date.

When I run a Report in Intelligence/ Analysis for Expense Reports, all of the Expenses Reports before a certain date are missing the Allocation information.
