3825615 - Why are we getting an error when trying to access the Concur Classic Admin link?

Symptom

We are getting an error message "Can't reach this page.
Make sure the web address https://c000110.concursolutions.com is correct" when we click on Concur Classic Admin (Administration -> Tools -> Concur Classic Admin).
