3825693 - Why are there some expense entry values missing for some expense reports while others (for the same form field configuration) are not?

We observed an intermittent issue where there is field not being always captured in Cognos and SAE extracts for all the expense reports. Also, we don't use any partner applications, so this field update action is not coming from an API call.
