3825723 - Why can't I set up a password hint?

Symptom

I have team members asking about the password hint not being available for them to set up on their profile.

This is based on the instructions on the SAP Concur QuickStart Guide. Why are they not able to set this up?

Environment

Expense > Profile Settings
