3826016 - Why do I receive the following exception: "The report header is missing data in this required field(s): Sponsor" when submitting a report?

Symptom

One of the users reports that he is unable to submit a report because of a red exception that won't allow the report to be submitted. The exception is "The report header is missing data in this required field(s): Sponsor".
Upon investigation, there is no Sponsor field in the report header. Can you please advise why this occurs?
