3826023 - Can we create an audit rule that triggers based on reports with less than 3 entries?

Is it possible to have an audit rule of all reports with 3 or less items to be pulled for our manual report process. We have many employees that are submitting multiple reports on the same day with 1 item in each, if we could capture these before they are fully processed we could combine and resubmit together.
