3826083 - Why can't see a user under Expense Advance Filters?

I'm a sole expense user. When I create a user I can't see them when I search for the under User Administration with Expense Advance Filters.

Expense > Unspecified - Expense

Concur Expense all versions

I've created a user but I cant see them when I search for the under User Administration , KBA , CON-CA-ADM , Administration , Problem
