3826091 - Why did my request go to a cost object approver if there isn't one assigned to the specific cost object?

In our site, we have cost objects approvers assigned based on a connected list with two levels.  For some of our specific cost objects, we don't have any approvers assigned.  Why are requests with these cost objects selected still going to a cost object approver?

In a multi-level cost object heirarchy, the request went to a cost object approver even though there is nobody assigned to that specific cost object , KBA , CON-CA-ADM , Administration , Problem
