3826173 - Why am I seeing "Create a report" instead of create a claim?

I seem to have lost the ability to create a new claim. It says to create a new report instead.

Expense > System Settings

Concur Expense all versions

The user is seeing 'Create a Report' instead of the usual 'Create a Claim'. , KBA , CON-TRV-ADM-USR-PRO , Profile , CON-EXP-EXP , Expenses , Problem
