3826234 - Why do I receive the error message "You cannot issue your own cash advance"?

Symptom

As a cash advance administrator, I can create and issue cash advances on behalf of other users. There is a group of users however for whom I cannot do that.
When I select the Create & Issue button, I receive an error message saying "You cannot issue your own cash advance".
Can you please advise why this is happening?

Expense > Cash Advance
