When the agency creates two PNR for one request, probably one of the itinerary will remain in "Pending Approval".
When a request has a booking linked to it, another booking cannot be linked to the same request. If the agency tried to queue a second booking to the same request by using the offline approval queue, it will show as "Pending approval" in travel but it will not be possible to approve it.
