3826445 - Why does a report show as being paid when it was never extracted?

One or more reports were in Processing Payment status ready to be extracted or otherwise exported from Concur for processing. However, the reports were never received. Despite this, the reports have become marked as being Payment Confirmed, Paid, or whichever status indicates that the report was fully processed and expenses reimbursed.
