3826463 - Error in line message “No org units for this gds! Please configure company first” in discount page?

Symptom

I am attempting to add Car discounts by ORG UNIT, but when I click to add a car discount, I keep seeing this inline message “No org units for this gds! Please configure company first”. Why is this happening and how can it be fixed so we can add discounts?

Modify Travel Discounts page that shows error message at the top of the page
