3826520 - User Import Error: “Change the Login ID or Employee ID of the other user and then import this user record”.

Symptom

I am encountering an error while trying to perform user import that “Change the Login ID or Employee ID of the other user and then import this user record” however, the Department and Job ID fields of the users are not getting updated and its blank in their profile.
