3826618 - How does the system determine the allowance location if the last day is less than 25 hours?

On last day, only after the last day over 25 hours will system provide rate for departure city. Otherwise, system will provide rate for arrival city.
What are our options at this point?
1. Keep the current setting and always check and correct the differences when last day of travel is for 1-59 minutes (and forever manually adjust the itinerary)?
2. Can the algorithm be changed so that for the last day under 25 hour the system would provide the rate for the departure city as well?
