3826671 - Upload Error "We encountered an error uploading your receipt. UNKNOWN"

Symptom

When attempting to upload a receipt image in the Test Environment / Test Entity (in the "Available Receipts" section or directly on a Entry or Report) , I receive the following error: Upload Error "We encountered an error uploading your receipt. UNKNOWN", and the image does not get attached. This however does not happen in Production Environment (can be uploaded).

Upload Error UKNOWN when trying to load a receipt to expense reports

Environment

Expense > Imaging/Receipts (Not E-Receipts)
