3826793 - Why are my users able to copy reports with deleted list items selected?

We deleted some list items that are used in custom or org unit fields in the Expense Report header.

Even with the items deleted, my users are still able to copy old reports that contained these items and submit them without facing any errors, even though the system should prevent these reports from being submitted.

Admin reports their end users are able to copy reports even if a custom field contains a list item that was previously deleted , KBA , CON-EXP-ADM-AUR , Audit Rules , CON-EXP-ADM-FOF , Forms and Fields , Problem
