3826930 - Why the administration tab is missing when acting as other user?

In the past, when I was acting as another user, I could see the Administration tab.
For some time now, the tab is no longer visible.

Expense > Unspecified - Expense

Concur Expense all versions

When I act as another user, the administration tab in no longer visible , KBA , CON-CA-ADM , Administration , Problem
