3827051 - Why the Agency Pre-Approval Cancellation Notification wasn't sent when the Request was cancelled before approval?

The email notification to the Travel Agency is sent only when the request is fully approved (Agency Last Approval Notification). However, we need to notify the Agency when the request is cancelled. The Agency Pre-Approval Cancellation Notification is set in the Request Policy, but it was not sent when the request was cancelled before approval.
