3827220 - Why does one of our Expense Processors see a different number of reports than another Expense Processor?

We have a pair of employees who handle processing of our Expense Reports. They both should be able to see reports from any of our Employee Groups, but one of them doesn't see as many reports in her search query as the other one does. I know I granted equal access to both of them so why can one see more than the other?

An Expense Processor is reporting that despite having their Processor permissions set to see all Employee Groups, there are multiple reports that are not showing up in her view when she tries searching for reports.
