3827291 - Why is the Card Program Name field grayed out and the purchasing card program cannot be assigned to a card account?

Symptom

Inside Company Card menu, Manage Accounts tab, I click on Modify a card account, but I am not able to assign a Card Program to this card account. The Card Program Name drop-down is grayed out.
