3827355 - Why does the delegate with "Can Approve Temporary" enabled still only see the Notify button and not the Approve button

We have an approver with a pending approval Request. I have assigned myself as a delegate with the Can Approve Temporary check mark and dates, and I still don't see the button to approve.  Instead I see a Notify button.  Why don't I have the Approve button?
