3827605 - Error: Synchronization for user 'XXXXXX' not attempted. Reason: Invalid Login ID: 'XXXXXX'

Symptom

I added a new user, but I can't seem to find them in the User Administration. However, when I looked at the Employee Extract to Travel, I noticed an error message that says, "Synchronization for user 'XXXXXX' not attempted. Reason: Invalid Login ID: 'XXXXXX'.
