3827621 - Why is employee not able to change the expense type from one expense type to another?

Symptom

A user is reporting that they are unable to change the expense type from "Accommodation (JP)" to "Moving (JP)". The "Moving (JP)" is not showing in the list when changing even if this expense type is active in the user's policy. The expense "Accommodation (JP)" is currently itemized.
