3827744 - Why isn't the User Name Displaying While Attempting to add a Delegate?

I am attempting to assign an Expense Delegate, but the login ID is not available in Delegate Search option.

Expense > Delegate

Concur Expense all versions

The user name/login id is not displaying in the Delegate Search , KBA , CON-EXP-ADM-DEC , Delegate Configuration , Problem
