3827753 - Why does excluded carrier appear in search results in Concur?

We have Carriers that have been excluded in the Travel Vendor Exclusions tab of the Travel Policy but they are still appearing in the search results as operating carriers in SAP Concur. The user is then able to book a flight with excluded carrier.  Why is this happening and how can we prevent it from continuing?
