3827911 - Why is a Processor unable to see an expense report that another Processor with exactly the same permissions can see?

When a user with the Processor role accesses the Process Reports view, he cannot bring up a specific expense report. However, a different user with exactly the same permissions (assigned as an Expense Processor to the same Groups) can bring up the report when searching for it based on the report details. The report is submitted and the Processor in question did not proxy in for the user to submit the report.
