3827955 - Why was GDS PNR for a Rail vendor created even if I disabled passive segments for the vendor?

Symptom

In travel configuration I have disabled BIBE passive segments by setting it to "Never write passives for this vendor".

Despite this setting Concur created a PNR in GDS and wrote only some dummy segment: 

MIS 1A HK1 QYG 26AUG-CONCUR TRAVEL

Why did it happen? How can I completely disable passive segments for BIBE?
