Symptom

When I post a request header via request v4 api endpoing https://{{HOST}}/travelrequest/v4/requests?userId= XXXX}}, I receive below error code {"protocolVersion":{"major":1,"minor":1,"protocol":"HTTP"},"reasonPhrase":"Forbidden","statusCode":403}

The Concur API should return 200 rather than 403 http status code
