3828144 - Why is the Custom Audit Rule not triggering for Personal Expense checkbox?

Symptom

I have an Audit Rule set up for when a field equals No. Most of the time the rule runs as expected, but there are times when it does not fire, even though the field is not checked. Why is the rule not working? How can it be resolved?
