3828227 - Why am I unable to act as a user delegate from the SAP Concur mobile app?

I am set up as delegate for a user. However, when trying to act as a delegate on the SAP Concur mobile app, his name is not on the list.

Expense > Mobile - Expense

Concur Expense all versions

I cannot act as a delegate for a user even when I am setup as a delegate , KBA , CON-MOB , Concur Mobile , Problem
