3828240 - Why am I unable to proxy a user as an administrator?

I am an SAP Concur administrator of my company and I would like to proxy some of our users, but I cannot access their profiles. Why?

Expense > Unspecified - Expense

Concur Expense all versions ; Concur Invoice all versions ; Concur Travel all versions
